<P>PROBLEM TO BE SOLVED: To provide a phase change medium in which a margin for the recording linear velocity and the recording power are improved to a large extent by specifying the volume resistivity of the reflection layer to a specific range thereby controlling the cooling rate of the recording layer. <P>SOLUTION: The optical information recording medium comprises a substrate, and a lower protective layer, the phase change recording layer, an upper protective layer and the reflection layer having a thickness of ≥40 to ≤300 nm and the volume resistivity of ≥20 to ≤150 nΩ m formed in this order on the substrate.
