An RNC(Radio Network Controller) having an activation time control function and an activation time control method thereof are provided to set activation time by increasing the time little by little as a failure message is received from a UE(User Equipment), thereby optimizing the activation time required for executing operation of a call signal message. A memory(210) stores a call signal message to be transmitted to a UE, activation time to be included in the call signal message, and an increment to be additionally added to previous activation time. A controller(220) transmits the call signal message which contains the stored random activation time to the UE, and controls the activation time by increasing the time as much as the increment if a failure message is received from the UE, so as to retransmit the call signal message which contains the controlled activation time to the UE. |
