A heat exchanger is provided to realize heating by tubes and heating fins instead of constructing upper and lower tanks, and form sectional areas of tubes and connection pipes equally for smooth movement of heat media, wherein the sectional areas are increased by forming the tubes in the flat oval shape. A heat exchanger includes tubes(200) stacked in multiple stages for moving heat media and mounted with plates(100), wherein one of the plates has vertical connection elements and the other one has horizontal U-turn parts(220). An inlet pipe and an outlet pipe(510) are respectively connected to a lower side and an upper side of the tubes. A plurality of heating fins(300) are formed on outer peripheral surfaces of the tubes. The tubes are formed in a flat oval shape to increase a heat exchange section, which is equal to that of the inlet pipe for smooth movement of the heat media.
