<p><P>PROBLEM TO BE SOLVED: To resolve a social problem of information leaks wherein important data in a computer is elicited via the Internet since conventionally, management of personal information or the like was unguarded. <P>SOLUTION: Saved data such as personal information in a computer becomes converted data by carrying out conversion of substituting the data with cognitive recognition substitution data, and even if someone tries to elicit the data by copying it to another medium or the like, the data will only be the converted data, and it will be unrecognizable. That is to say, unless a reconfiguration process using substitution to the cognitive recognition data is not carried out, the saved data will not return to normal data, and it will become completely different data. In cognitive recognition substitution data, decoding is prevented by carrying out substitution of cognitively recognized words, phrases, or numeric values such as Billy is blue.
