<p><P>PROBLEM TO BE SOLVED: To provide a coding rate control apparatus and method capable of searching an optimum quantization step size at a high speed in controlling the coding rate of a moving image sequence, a program, and a recording medium. <P>SOLUTION: A skip binary search unit 10 derives a quantization step sizeΔ<SB>skip</SB>by a binary search using frames for every m[0] frames of a moving image sequence. A quantization step size correction unit 11 derives a quantization step sizeΔ<SB>a</SB>for a target bit rate R by a linear approximation from theΔ<SB>skip</SB>with its generated bit rate, and a quantization step sizeΔ<SB>last</SB>at the last loop with its generated bit rate. A first coding unit 12 encodes the moving image sequence at every m[1] (<m[0]) frames with the quantization step sizeΔ<SB>a</SB>, and a quantization step size estimation unit 13 derives a quantization step sizeΔ<SB>e</SB>for the target bit rate R by a linear approximation.
