PROBLEM TO BE SOLVED: To improve the quality of a channel by easily and properly performing control. SOLUTION: When executing closed loop transmission diversity control in which phases of transmission signals from a plurality of antennas are controlled based on feedback information notified from a mobile station to transmit the signals; an antenna verification on/off-control unit 370 controls on/off for performing antenna verification processing being processing for estimating the phases of the transmission signals from the plurality of antennas, in response to information about a channel of signals transmitted on an upstream link from a mobile station to a radio base station.
