PROBLEM TO BE SOLVED: To improve the quality of each channel by performing control for switching a transmission diversity system for each channel in a mobile communication system. SOLUTION: When a channel in an uplink is a channel for transmitting a voice, open loop transmission diversity is used (step S1 to S3), and when the channel is one for transmitting a packet, closed loop transmission diversity is used (step S1 to S2). Since any appropriate one of the open loop transmission diversity and the closed loop transmission diversity can be used, the transmission diversity system can be appropriately switched for each channel, and thus, the quality of the channel can be improved.
