PROBLEM TO BE SOLVED: To easily realize a teleconference service without using any special equipment for teleconference exclusive use. SOLUTION: Subscriber accommodating apparatuses are used, each of which has a means for sending out a voice packet obtained by converting to a VoIP network a voice signal received from a first telephone terminal connected to a subscriber line, and transmitting a voice signal obtained by converting a voice packet received from the VoIP network to the first telephone terminal. Under the condition that a first VoIP speech channel for the speech between the first telephone terminal and a second telephone terminal has been established, the subscriber accommodating apparatus is provided with a means for setting a second VoIP speech path for the speech between the first telephone terminal and a third telephone terminal, by receiving the telephone number of the third telephone terminal from the first telephone terminal after a first signal from the first telephone terminal is received by the subscriber accommodating apparatus; and a means for blocking the voice packet receiving ports of the first VoIP speech channel and of the second VoIP speech channel, by receiving the first signal from the first telephone terminal after the second VoIP speech path is established.
