PROBLEM TO BE SOLVED: To inexpensively provide a vibration control panel and a building having strong vibration control force and restoring force. SOLUTION: This vibration control panel for the building is constituted by connecting a plurality of mutual panel bodies 11 and 13 by damping members 15 to 20 functioning so as to damp this force when the force causing the relative movement acts between the respective panel bodies.
