PROBLEM TO BE SOLVED: To prevent the deterioration of tracking performance as much as possible while suppressing power consumption in a power saving mode, by changing over the mode between a normal mode and the power saving mode when a subject is tracked. SOLUTION: The tracking device comprises an image input 100 to be operated by panning and tilting; a mode changeover 180 for changing-over the normal mode and the power saving mode; a subject position detector 130 for detecting the position of the subject to be tracked from an input image which is inputted from the image input 100; and a subject tracking control unit 140 for indicating the panning and tilting operation to the image input 100, in response to the detected position of the subject which is detected by the subject position detector 130. When the mode is the power saving mode, the subject tracking control unit 140 indicates the panning and tilting operation to the image input 100 so as to be at a prescribed panning and tilting position which is determined based on the history of a position change operation and fixes the prescribed panning and tilting position.
