PROBLEM TO BE SOLVED: To provide an after-treatment device capable of safely removing a sheet medium without causing the breakage thereof even when a machine is stopped in the state that the punching cutter of a perforating means is stuck into the sheet medium, and to provide an image forming device. SOLUTION: When the drive of the after-treatment device is stopped, a detecting means 130 detects whether the punching cutter 120 is stopped at a home position or not.
