PROBLEM TO BE SOLVED: To provide a quality monitoring apparatus for a rolled steel plate in which the quality of a coated steel plate is monitored on line in a simulation operation. SOLUTION: The flow rate of a coating material 41 flowing out from a storage tank 40 is changed by changing the rotation speed of a pair of coating material rollers 401, 402 each rotating toward inside and the interval between the rollers by a roller drive motor 42. The moving speed of the steel plate 43 is changed by changing the rotation speed of a steel plate feed roller 45 by a steel plate feed motor 44. The number of rotation of the coating roller drive motor 42 and the steel plate feed motor 44 are controlled by a motor rotation controller 48. The thickness of a coating material film is measured by a thickness meter 46 and the output is introduced into a quality evaluator 47 to calculate a quality evaluation value.
