PROBLEM TO BE SOLVED: To stabilize conveyance of developer (13) and to prevent image defects due to flying-off of the developer even when on-pole bristle cutting development capable of regulating the conveying amount of the developer (13) small even if a doctor gap is comparatively wide is used in a fountain type developing device frequently used in a printer having a high printing speed. SOLUTION: In the developing device, the magnetic poles of a reverse rotation developing roll (1) and a forward rotation developing roll (2) which are opposed to a regulating member (4) have polarities different from each other, and in only either of the reverse rotation developing roll (1) and the forward rotation roll (2), at least one conveying magnetic pole is placed between the magnetic pole facing the regulating member (4) and the magnetic pole facing an image carrier (101).
