PROBLEM TO BE SOLVED: To efficiently apply padding processing to a double-layer optical disk. SOLUTION: A video camera 10 records photographed image data to the rewritable double-layer optical disk 1 with two recording layers onto one side of which laser beam is made incident. When the video camera 10 receives an instruction of initializing processing while the double-layer optical disk 1 is loaded, the video camera 10 carries out management information write processing for writing management information to management information areas of a first recording layer of the double-layer optical disk 1 and executes the padding processing of writing pseudo data to information recording areas of a second information layer of the double-layer optical disk 1 after the end of the management information write processing, carries out processing required at the end of initialization after the end of the padding processing, and further stops writing the pseudo data when an interruption factor occurs during the padding processing and executes the process required at the end of initialization.
