PROBLEM TO BE SOLVED: To report detailed information regarding a vehicle and an occupant. SOLUTION: This monitoring system for a vehicle 10 is constituted by providing a monitoring device for the vehicle 11 and a data server 12 which records vehicle-side data transmitted from the monitoring device for the vehicle, the data server 12 has a communication control part 51 which is independently provided outside the vehicle and receives the vehicle-side data transmitted from the monitoring device for vehicle, an information storage part 52 which stores the vehicle-side data for a predetermined time tracking back to the past and an information processing part 53 which determines whether or not the awakening state of a driver among the occupants of the vehicle falls off, or whether or not health states of the occupants are normal and whether or not consciousness states of the driver and vehicle passengers are good based on a reference value of physical state data and the vehicle side data for the predetermined time stored in the information storage part and transmits an emergency signal generated by determination results to the monitoring device for the vehicle.
