PROBLEM TO BE SOLVED: To provide a packaging material having excellent shock absorbing properties and disposal properties in addition to heat-resisting properties. SOLUTION: Easily decomposable cellulose of 60 to 85 wt.% comprising pulp, cotton or hemp is added to a siloxane and silanol salt polymolecular solution of 15 to 40 wt.% and mixed. A preformed sheet having a thickness of 0.5 or 3.0 mm and a desired width is formed. The sheet is heated to 200 to 400°C, and foamed and molded with an expansion factor of 2 to 20.
