<P>PROBLEM TO BE SOLVED: To suppress troubles, such as image density unevenness, toner scattering, and ground staining in constitution wherein developer supply to a developer carrier and developer recovery from the developer carrier are separated from each other. <P>SOLUTION: A recovered developer as a developer after development which is recovered from the developer carrier 5 is conveyed from a recovering transport path 7 to a supply transport path 9 via an agitating transport path 10 and resupplied onto the developer carrier from the supply transport path to contribute to development. In a development device 4, a toner supply opening 161 for supplying the supply toner by a toner supplying means 160 is provided halfway in the recovery transport path.
