<P>PROBLEM TO BE SOLVED: To control entry and exit while controlling the state of the execution of specified procedures during the entry and exit. <P>SOLUTION: Identification information is provided by identification information reading parts 31, 41. An image showing the state of the costume of a person who enters or exits is provided by video cameras 32, 45. Operation information to show whether the person who enters or exits washes hands or not is provided by hand wash detection sensors 33, 44. An entry time control part 82 and an exit time control part 83 discriminate the state of the execution of the specified procedures during the entry and exit based on the information. Namely, the person who enters or exit is discriminated on the basis of the identification information, and it is discriminated on the basis of costume information whether the state of costume is correct or not. Further, it is discriminated on the basis of the operation information whether hands are washed before entry or exit or not. Based on the results of the discrimination, the entry or exit is permitted.
