PROBLEM TO BE SOLVED: To provide a high speed non-stretched sheet manufacturing apparatus constituted so as to prevent not only the winding of a non-stretched thermoplastic resin sheet with a touch roll at a high extrusion speed of 60 m/min or above but also the breakage of the manufactured non-stretched thermoplastic resin sheet at the time of clipping when the non-stretched thermoplastic resin sheet is laterally stretched. SOLUTION: In manufacturing the non-stretched thermoplastic resin sheet by extruding a molten thermoplastic resin to the gap between a cooling roll and the touch roll, the surface of the touch roll is coated with a thermoplastic resin layer and the touch roll and an auxiliary cooling roll are connected by a metal belt, of which the surface is coated with the thermoplastic resin layer, to be used in order to biaxially stretch the non-stretched thermoplastic resin sheet.
