PROBLEM TO BE SOLVED: To provide a dielectric constant measuring device and a dielectric constant measuring method capable of highly-accurate dielectric measurement by enabling the position of a dielectric substrate to be moved in a gap of a cavity resonator. SOLUTION: In this dielectric constant measuring device equipped with the cavity resonator 1, a holder 2, a moving mechanism 3 and a network analyzer 4, the dielectric substrate 100 held by the holder 2 is moved vertically in the gap G by the moving mechanism 3, and a resonance frequency can be monitored by the network analyzer 4, and the dielectric constant of the dielectric substrate 100 is measured by the detected minimum resonance frequency and the thickness of the dielectric substrate 100. Preferably, loop parts 13a, 14a are arranged so that each position is deviated mutually, and the gap G size is set so that an electromagnetic wave does not leak from the gap G.
