PROBLEM TO BE SOLVED: To suppress abnormal rise of temperature on a floor surface that may occur in continuously distributing power for a long time, in an electric floor heating system. SOLUTION: A control circuit of a controller is so structured that a rate of power distribution is automatically reduced around 5% after a lapse of a predetermined time when operation in a normal operation mode is continued over a long time such as four to eight hours.
