PROBLEM TO BE SOLVED: To intend to make bottom mud into a useful material, which is the contamination source of a water sea area such as a lake, a river, a canal, a harbor and a seashore, and a hazardous and useless obstacle. SOLUTION: An apparatus for purifying a water sea bottom comprises a dredging device for dredging the bottom mud on the water sea area, a heat treatment device for carrying out heating treatment of the mud drawn up by the dredging device with superheated steam to change it into inorganic sand and a sand covering device for covering the bottom of the water sea area with the inorganic sand obtained by the heat treatment device, wherein the bottom mud on the water sea area such as the lake, the river, the canal, the harbor and the seashore is heat-treated with high-temperature superheated steam to make it into the inorganic sand, and this inorganic sand is made into the sand for covering the bottom of the water sea area.
