<p><P>PROBLEM TO BE SOLVED: To provide a web browsing device and method capable of displaying a user-friendly effective screen even on a small display screen without interfering with display information. <P>SOLUTION: This web browsing device 1 is provided with a screen for displaying divided frames respectively indicating the information of independent regions with display information in those frames, and displaying information in those different frames for the number of the plurality of frames. This web browsing device 1 is provided with an information display part 4 for, when the display information whose data quantity is larger that of the selected region in the displayed screen is stored in a memory, controlling the display of a scroll bar showing that overflowing information is not displayed.
