<p><P>PROBLEM TO BE SOLVED: To provide an image forming apparatus which uses a plurality of line heads with exposure elements arranged staggered, and to provide an image formation method. <P>SOLUTION: An odd-number/even-number data separating module 2 which separates odd-number dot data and even-number dot data from each other, an odd-number/even-number data switching module 3, a line memory for staggered arrangement correction 4, a direct odd-number/even-number data synthesizing module 5, and a registration data conversion/storage module 6 are set in a mechanical controller 10. Data on a color shift amount in a main scanning direction of each color to a reference position is input to the module 6. Either of the odd-number dot data and even-number dot data is input from the switching module 3 correspondingly to the color shift amount in the main scanning direction to the synthesizing module 5.
