PROBLEM TO BE SOLVED: To automatically notify a protector about whereabouts of a ward, when the ward such as a child goes missing, rides a vehicle such as a bus or an electric train, or rides an erroneous vehicle, for example. SOLUTION: In an authenticating object 200 installed in an authentication spot B, a communication part 202 wirelessly communicates with a portable terminal carried by the ward, and receives a ward ID of the portable terminal from the portable terminal 300. When non-passage information (showing that the portable terminal has not pass an authentication spot A yet) corresponding to the ward ID received by the communication part 202 is stored in a non-passage information storage part 205, a contact part 206 notifies a contact destination (the protector) of the portable terminal that the portable terminal (regarded as the missing portable terminal) passes the authentication spot B on the basis of contact destination information stored in a contact destination information storage part 203 corresponding to the ward ID of the portable terminal.
