PROBLEM TO BE SOLVED: To provide a technology for suppressing deterioration in the image quality caused by printing of a printing image by scanning a common area on a printing medium more than once. SOLUTION: The generation method of a dither matrix includes a matrix evaluation process and the process includes: a total evaluation value decision process for evaluating a dot configuration state in which threshold value corresponds to all the groups of decided factors and deciding total evaluation value; a grading group decision process for selecting one of the plurality of pixel groups and making a factor group corresponding to the selected pixel group a grading group; a group evaluation value decision process by evaluating the dot configuration state which corresponds only to elements belonging to the evaluation group out of the decided factors and deciding group evaluation value; and a total evaluation value decision process for deciding the total evaluation value in accordance with the total evaluation value and the group evaluation value.
