PROBLEM TO BE SOLVED: To provide a method and apparatus for controlling the temperature of the outer surface at high-frequency induction heating time with which the unevenness of the outer surface temperature is controlled at the relaxing time of a tension resistant stress with the high-frequency induction heating for piping. SOLUTION: The outer surface temperature control apparatus 10 at the high-frequency induction heating time comprises thermocouples 12 attachable to the outer diameter surface 108 of the piping 107 as a heating object; a measured temperature calculating device 14 for collecting thermo-electric powers generated in the thermocouples 12 in the measured position series and the time series and also, measuring the temperature of the outer diameter surface 108 of the piping 107 with the calculation-treatment; and a coil gap adjusting device 18 adjustable to the interval L of high-frequency induction heating coils 102 in a high-frequency induction heating device 100 so that the unevenness 24 of the temperatures based on the temperature measured with the measured temperature calculating device 14 becomes smaller than the preset judged temperature difference 25.
