PROBLEM TO BE SOLVED: To provide a composite image forming system for forming a composited image, by combining a hand-written element written in a hand-written region and other images. SOLUTION: The composite image formation system includes an order form print control unit that allows a printing unit to print out a form element explicitly denoting the hand-written region and at least three-point region detection reference marks; a scan control unit for making a scan unit read the image of a scan region in the hand-written region from an order sheet onto the hand-written region of which the hand-written element is written by a user; a mark detection unit for detecting the positions of the region detection reference marks; a region calculation unit that uses at least three position vectors for denoting the positions of the region detection reference marks and predetermined coefficients, to calculate a composite object region corresponding to the hand-written region; and a composite unit that composites the image of the composite object region read by the scanning unit and a user image and form a composite image.
