PROBLEM TO BE SOLVED: To provide an optical transmission line that has low loss and high efficiency and also to provide an optical element using the optical transmission line. SOLUTION: The optical transmission line is provided with a light guiding optical transmitter composed of a first optical transmission medium and a second optical transmission medium which is made of a material having a refractive index lower than that of the first, which is arranged in the periphery of the first, and which projects in the direction horizontal and vertical relative to the first. This optical transmission line is characterized in that the part projecting in two vertical directions of the second optical transmission medium is each provided with a prescribed width to form a light confinement part and that the first optical transmission medium is provided with a first waveguide in which the cross section of a surface vertical to the light traveling direction is formed in a manner continuously increasing or decreasing in that traveling direction.
