PROBLEM TO BE SOLVED: To provide a warning and controlling device for cooling water temperature of simple structure, capable of warning high temperature side cooling water temperature and also warning low temperature side cooling water temperature before engine warming-up. SOLUTION: The warning and controlling device for cooling water temperature device informs a user that warming-up of the engine 2 is not completed by executing warming-up informing control process and flashing a water temperature warning lamp 53 when cooling water temperature T is below a low temperature side set value (warming-up completion criterion water temperature) Tl and warming-up of the engine 2 is not completed. The device executes high temperature warning control process and lights the water temperature warning lamp 53 when cooling water temperature T is higher than a high temperature side set value (overheating criterion water temperature) Th, and there is risk of overheating of the engine 2. In the warming-up informing control process, the water temperature warning lamp 53 is flashed in flashing patterns different for each of plurality of cooling water temperature range by dividing the range of cooling water temperature T below the low temperature side set value T1.
