PROBLEM TO BE SOLVED: To provide a fixing tool installed at a position where a dyke may be broken as a result of swollen rivers caused by tidal waves and heavy rain, enabling the dyke to be constructed at a rate of 50 times that of conventional sandbags by installing temporary fixing tool quickly at a site in an emergency to prevent the loss by flood damage, and easily installable and removable unlike concrete to prevent the peripheral scenery from being damaged. SOLUTION: In this fixing tool, (1) fittings without bolts and plates are used in a fixed connection using square pipes as members installed at intervals of 4 M. (2) The temporary tool is formed in a double structure comprising an outer frame and an inner frame. In a connection for fixing the inner frame to the member with a slide pin, the tool using the fittings without the bolts and the plates is fixed by fixedly driving an anchor (pile) in a base. (3) A lightweight tank type member is fixed with a slide pin. Though the member is of an easy-to-carry lightweight type, since it is of a tank type sandbag without soil, when a water level rises, the weight is increased and when the water level lowers, the weight is lowered.
