PROBLEM TO BE SOLVED: To effectively eliminate unnecessary charges within a photoreceptor even when a photoreceptor drum gets old and a photoreceptor fatigues. SOLUTION: A photoirradiation section including a semiconductor light emitting element 94 for irradiating the surface of the photoreceptor drum with light is disposed along the axial center direction of the photoreceptor drum and pulse voltages are continuously supplied only for the prescribed period to the semiconductor light emitting element 94 of the photoirradiation section such that an inrush current flows to the semiconductor light emitting element 94 during rising of the pulse voltages.
