PROBLEM TO BE SOLVED: To realize call connection among different voice codec terminals in a VoIP network. SOLUTION: In a voice conversion apparatus 102 arranged on networks 10, 20, 100, 200, 201 for performing VoIP communication, among terminals 11, 12, 21, 22 constituting the networks 10, 20, 100, 200, 201, voice codec information to which respective terminals 11, 12, 21,22 correspond is stored in each call connection, and voice codec conversion is performed so that communication can be mutually performed among respective terminals 11, 12, 21, 22.
