PROBLEM TO BE SOLVED: To provide a plate material for a thermal stencil printing plate, which does not use porous tissue paper, and which makes shrinkage and distortion hardly caused by heat around a pierced place due to the heat of a thermal head. SOLUTION: This plate material for the thermal stencil printing plate is characterized as follows: a polyester film with a thickness of 3μm or less is laminated on a thermoplastic synthetic resin film in which micro-through-pores are formed; the micro-through-pores are formed at a predetermined pitch; the ratio of the average pore size/average pitch of the micro-through-pore is in the range of 0.2-0.7; the average opening area of the micro-through-pore is in the range of 100-3,000μm<SP>2</SP>; and the number of the micro-through-pores is in the range of 2,000-100 per square millimeter.
