PROBLEM TO BE SOLVED: To certainly urge a member to be urged which is urged by an urging means without increasing a work volume during displacing the member resisting an urging force of the urging means. SOLUTION: A paper discharging frame assembly 45 has a first position and a second position located above the first position, arranged in a displaceable way, and is installed in such a way that the frame assembly 45 is urged to the first position by a torsional spring 49. The torsional spring 49 is secured to a securing part 48a having its one end 49b fitted to a paper discharging frame 46 and the other end 49c fitted to a frame 48, at a specified angle of aperture. In addition, the torsional spring 49 is fitted so as to allow changing of its position following the displacing action of the frame assembly 45. Thus, the component Fv of the urging force to urge the frame assembly 45 to the first position following the change of the position of the torsional spring 49, becomes small as the frame assembly 45 proceeds from the first position to the second position.
