A non-vibration and non-noise constructing apparatus for improving a weak ground and a method of the same are provided to effectively discharge the reinforcing member to the lower direction of the casing and increase the compacting effect by rotating the motor and operating the hydraulic cylinder simultaneously. A non-vibration and non-noise constructing apparatus(100) is composed of a casing(110) installed with a rotating gear(111) at one side of the upper part; an extension casing(120) installed with a shoe(121) at the front and formed with a screw(122); a clutch unit(130); a pressure screw(140) formed with a bracket(141) at one side; a motor(150) formed with a motor gear(151) at the rotating shaft; a hopper(160) formed on the upper part of the casing; a frame(170) fixing the motor and the hopper; and a hydraulic cylinder(180) formed with a compacting rod(181), formed with a compression air supply nozzle(184), installed with plural compression air injection nozzles(183), and formed with a compacting device(182).
