An apparatus and a method for transforming a frequency, and a receiver having the same are provided to improve an IP(Internet Protocol)2 characteristic of a system and a signal to noise ratio by adjusting a duty of differential signals. An apparatus for transforming a frequency for a direct conversion receiver includes a local oscillator(312), a phase compensator(320), and a mixer(352). The local oscillator(312) generates differential oscillation signals of the same frequency with a carrier of a received RF(Radio Frequency) signal. The phase compensator(320) generates differential output signals by adjusting a duty of the inputted differential oscillation signals in response to a control signal. The mixer(352) mixes the differential output signals with the received RF signal, and generates a baseband signal.
