PROBLEM TO BE SOLVED: To provide a developing apparatus capable of maintaining the carrying performance of a toner electrostatic-carrying means for carrying toner particles on a surface with a traveling-wave electrical field and satisfactorily developing by suppressing the deterioration of toner; to provide an image forming apparatus equipped with the developing apparatus; and to provide a developing method.

SOLUTION: The toner supply from a supply roller 15 as a toner supply means to an electrostatic carrying roller 13 as the toner electrostatic-carrying means is controlled by controlling a supply voltage to be applied by a supply power source 40 based on an image signal.
