PROBLEM TO BE SOLVED: To cut a coupling part of corrugated fins for use in a heat exchange member, with a small cutting processing force without producing cut debris. SOLUTION: A corrugated fin forming method comprises a heat exchange member forming process of forming a plurality of heat exchange members 22 consecutively in a corrugated manner in the order of a first heat exchange 26, a coupling part 27, a second heat exchange, and an electrode 25 on a conductive material 1; a thermoelectric element assembling process of constituting a thermoelectric element substrate 10 by providing a p-type thermoelectric element 12 and an n-type thermoelectric element 13 in a line; an electrode member joining process for joining the electrode member 16 and the p-type thermoelectric element or n-type thermoelectric element; a heat exchange member joining process of joining the electrode of the plurality of the corrugated heat exchange members and the electrode member; and a cutting process of cutting a coupling part located between the adjacent heat exchanges to electrically insulate the mutual heat exchange members therebetween, including a notched groove forming process of forming a notched groove 27a in the coupling part; and an upstanding part forming process of forming an upstanding part 27c on the coupling part starting from the notched groove.
