PROBLEM TO BE SOLVED: To obtain a solid catalytic component for polymerizing olefins, which produces, in a high yield, a polyolefin in which a fine powder polymer having≤45μm particle diameter hardly exists and a polymerization catalyst composed of the catalytic component and to provide a polymerization method using the same. SOLUTION: The catalytic component for polymerizing olefins comprises magnesium, titanium, a halogen, an electron donative compound and a polysiloxane.
