PROBLEM TO BE SOLVED: To provide a two agent type oxidative hair-dyeing/bleaching agent composition which has excellent hair-dyeing force (or bleaching force), has excellent conditioning effects, such as moist touch and combability, after hair-dyed (bleached), rinsed and finished, and can mitigate scalp irritation. SOLUTION: This two agent type oxidative hair-dyeing/bleaching agent composition comprises the first agent containing at least an alkali agent and the second agent containing at least an oxidizing agent is characterized in that (A) phytic acid or its salt, and (B) dimethyldiallylammonium chloride polymer and/or dimethyldiallylammonium chloride-acrylic acid copolymer are compounded with at least either of the first agent and the second agent.
