PROBLEM TO BE SOLVED: To restrain unnecessary restriction on operation of a hydraulic device of the other function by restricting the occurrence of an unprepared operation state of a cargo handling device with a simple constitution in a seat leaving state. SOLUTION: The cargo handling devices 11 and 12 perform cargo handling operation by being driven by pressure oil supplied from a pump 32. The hydraulic device of the other function includes a steering device 33 performing steering operation and a braking device 34 performing braking operation by being driven by the pressure oil supplied from the pump 32. An occupant detecting means 51 detects whether or not an occupant operating an industrial vehicle 10 sits down on a driver's seat 21. A supply quantity restricting means 52 restricts a supply quantity of the pressure oil to the cargo handling devices 11 and 12 from the pump 32 when detecting the seat leaving state by the occupant detecting means 51.
