<P>PROBLEM TO BE SOLVED: To manufacture continuously a solid electrolyte film having an excellent proton conductivity. <P>SOLUTION: A dope 24 containing a solid electrolyte and an organic solvent is made to flow and cast on a support film 111. A cast film 24a is formed on the support film 111. The cast film 24a and a first liquid 65a are contacted together with the support film 111. Then the remaining solvent quantity of the cast film 24a is reduced. The cast film 24a is separated from a support film 111 as a film 62. In a tenter 64, the film 62 is dried by extending. The film 62 after drying in the tenter and a second liquid 66a are contacted. The film 62 is sent to a drying chamber 69, and drying is promoted while supporting by a plurality of rollers 68. Since the film 62 which is applied with solvent substitution by the first liquid 65a and the second liquid 66a is dried, the organic solvent remaining in the film 62 becomes easy to be evaporated together with each liquid, and removal of the organic solvent can be made certainly.
