PROBLEM TO BE SOLVED: To provide a position-monitoring system and method, and a monitoring terminal with which information about whether a person to be monitored is moved to an appropriate position as time elapses can be acquired by an administrator or the like. SOLUTION: The monitoring terminal 10 transmits a terminal signal Sa, including the terminal ID of own monitoring terminal to an antenna 20. The antenna 20 transmits the terminal signal Sa to a server 30 as an antenna signal Sb, including an antenna ID when it receives the terminal signal Sa. The server 30 records beforehand the information on the scheduled arrival time to be the scheduled time, when the person M to be monitored arrives at a point where a terminal ID, the antenna ID, and the antenna 20 are located. Also, the server 30 correlates information on the terminal ID, antenna ID, and the scheduled arrival time with information on the terminal ID included in the antenna signal Sb, the antenna ID, and actually measured arrival time as being the time when the antenna signal Sb is received, respectively, and records them.
