PROBLEM TO BE SOLVED: To realize a PDP which realizes a dielectric layer having satisfied transmissivity, insulation resistance, and dielectric constant and suppressed occurrence of color change without containing lead, and has a superior display quality. SOLUTION: The PDP has a plurality of display electrodes 6 formed consisting of a scanning electrode 4 and a sustaining electrode 5, and a dielectric layer 8 is formed covering the display electrodes 6. The dielectric layer 8 is constructed of a first dielectric layer 81 containing Bi<SB>2</SB>O<SB>3</SB>which is provided covering the display electrode 6 and a second dielectric layer 82 containing R<SB>2</SB>O (R is at least one kind selected from Li, Na, K) which is provided covering the first dielectric layer 81, and furthermore, MO (MO is at least one kind selected from CeO<SB>2</SB>, CuO, MnO<SB>2</SB>, Cr<SB>2</SB>O<SB>3</SB>, Co<SB>2</SB>O<SB>3</SB>, V<SB>2</SB>O<SB>7</SB>, and MoO<SB>3</SB>) is contained in the first dielectric layer 81.
