PROBLEM TO BE SOLVED: To provide a shaft manufacturing method, reducing the manufacturing cost for grinding a shaft having a stepped part, and improving the productivity. SOLUTION: A grinding wheel 42 includes four grinding parts 61 to 64. In a first process, the moment the outer peripheral surface of a work body part 51 is ground by a grinding part 61, the outer peripheral surface of a cylinder part 52 having a smaller outside diameter than the work body part 51 is ground by a grinding part 62 having a larger outside diameter than the grinding part 61. In a third process, the moment the outer peripheral surface of the work body part 51 is ground by a grinding part 64, the outer peripheral surface of a cylinder part 53 having a smaller outside diameter than the work body part 51 is ground by a grinding part 63 having a larger outside diameter than the grinding part 64.
