MOTION DETECTOR

PROBLEM TO BE SOLVED: To provide a motion detector capable of preventing a system from failing without deteriorating image quality in a picture to be decoded uniformly.

SOLUTION: The motion detector comprises a reference picture setting section 132 for limiting the amount of transfer of image data to be transmitted from an external multiframe memory 120, according to the data transmission capacity of the external multiframe memory 120 for storing image data; a local memory 111 for reference; a reference memory control unit 112 for transferring at least one portion of the image data stored in the external multiframe memory 120 to the local memory 111 for reference by the amount of transmitted data limited by the reference picture setting section 132; and a motion detection part 101 for detecting the motion of a picture to be coded by referring to at least one portion of the image data transmitted to the local memory 111 for reference.
