PROBLEM TO BE SOLVED: To solve the problem that it is impossible to reduce the absolute value of a total sum of a code string, then it is apt to cause a divergent predisposition even if a control bit is inserted for DSV (Digital Sum Value) control. SOLUTION: The DSV control device inserts a DC control bit in each control block, and comprises: a first DSV cumulative value comparison part for setting a target flag as the control bit to a first DC control block; a second DSV cumulative value comparison part for making a comparison between the first and second cumulative values up to the first DC control block and two or more DC control blocks following the first DC control block; and a DC control bit determination and output part for determining a DC control bit value to the first control block based on outputs of the first and second DSV cumulative comparison parts.
