PROBLEM TO BE SOLVED: To provide a distribution information generation system and a distribution information generation method which can autonomously generate distribution information to be managed for NE (network element) supervisory control in an OSS (operation support system). SOLUTION: An operation data management WE (work element) 30a of the distribution information generation system 100 manages operation data including NE configuration information 400 and OSS configuration information 500. A system configuration management WE30b, on the basis of the operation data and predetermined distribution designation, generates NE-OSS distribution information 600 showing how to distribute an NE to a WE30.
