PROBLEM TO BE SOLVED: To provide a traffic monitoring system for providing more detailed information than traffic condition information in units of a road, and for stable monitoring independent of road condition. SOLUTION: In a traffic monitoring system, a sensor 10 installed on a road acquires data by measuring passing vehicles, and a passage time estimating part 21 estimates a time when each vehicle has passed based on the data, and a traffic flow simulating part 22 simulates a traffic flow based on the estimation result, and a vehicle location estimating means 23 estimates the location of vehicles based on the simulated traffic flow, and stores the estimation result in an estimation DB3, and a display unit 11 displays the traffic condition based on the data of the estimation DB3.
